Senior leader urges transformation of Party’s information and education work
A transformation of the Party’s information and education outreach to better shape social values and respond to modern-day demands is fundamental in this era of renewal, a senior Party leader said on Friday.
Politburo member and Standing Member of the Secretariat of the Party Central Committee, General Vilay Lakhamfong, made the statement when addressing the closing session of the 6th Party Congress of the Commission for Information and Education of the Central Committee of the Lao People’s Revolutionary Party.

“A major goal for those working in information, education, and theoretical and practical research is to transform the thoughts, values, and lifestyles of people and society so they can progress further in this era of renewal,” General Vilay said.
“The most critical aspect is the way we deliver information and education so that it influences societal values and young people,” he added.
The two-day congress, held on May 28-29, was chaired by Politburo member, Secretary of the Party Committee, and Head of the Commission for Information and Educations of the Central Committee, Khamphanh Pheuyavong, with the participation of 189 Party members.
Held under the slogan “Enhance the leadership role of the Party Committee, elevate the spirit of independence and self-reliance, and actively forge a strong transition in information and education work towards a new quality”, the congress reviewed achievements made over the past five years and approved policy directions for the 2026-2030 period.
These seek to elevate information, education, and ideological activities to a “new quality” standard through the implementation of nine programmes and 42 projects over the next five years.
This will support the implementation of the Resolution of the 12th National Party Congress and the 10th Five-Year National Socio-Economic Development Plan for 2026-2030.
The Commission plans to streamline its organisational structure at both central and local levels to improve operational efficiency.
The congress approved the Information and Education Work Development Plan for 2026-2030, consisting of nine programmes and 42 projects aimed at strengthening ideological, educational, and communication activities nationwide.
Discussions focused on institutional restructuring, theoretical and practical research, Party leadership of mass organisations, and the role of the mass media in modern society.
Representatives elected the Commission’s new Party Committee. Out of 20 candidates, including four women, 17 members, including one woman, were elected. At the committee’s inaugural plenary session, Khamphanh Pheuyavong was unanimously elected Secretary of the Commission’s 6th Party Committee, while Mr Vansy Kuamua was elected Deputy Secretary. The committee also selected five Standing Committee members, a Chairperson of the Party Inspection Committee, and four Vice Chairpersons.
General Vilay said the Party’s information and education work must undergo substantial reform in both content and methods to adapt to rapidly changing political, social, and technological circumstances.
He stressed the importance of listening to public opinion and understanding the concerns, grievances, and aspirations of different sectors of society in order to improve the effectiveness of educational and ideological work.
“To ensure that education and training are of high quality, comrades must deeply grasp the thoughts, mindsets, grievances, and aspirations of the public and various social strata,” General Vilay said.
He urged Commission personnel to strengthen their ability to respond to misinformation and hostile narratives in a timely and effective manner in order to safeguard political stability and social order.
In addition, he highlighted the growing importance of mass media and digital communication, saying information and education campaigns should be more dynamic, diverse, and engaging while maintaining depth and accuracy.
General Vilay encouraged the Commission to strengthen its communication capabilities through newspapers, radio, television, magazines, and online media platforms, while also organising more seminars, lectures, and outreach activities tailored to different target audiences.
“This must go hand in hand with broadening the knowledge and capacity of cadres and Party members,” he said, adding that capable individuals were essential to ensuring the congress’s resolutions are fulfilled.
The congress concluded with a commitment by delegates to modernise the Party’s information and education activities, strengthen ideological leadership, and contribute to the Party’s broader goals of national development and social progress in the years ahead.
