PM stresses efficiency, integrity and accountability in public administration

Prime Minister Sonexay Siphandone has called on government agencies at all levels to strengthen efficiency, integrity, accountability and professionalism in public administration to better serve the nation and its people.
Addressing the closing session of a national conference to review the performance of the Prime Minister’s Office, ministry-equivalent agencies, and local administrations, PM Sonexay outlined key priorities for improving governance, enhancing administrative efficiency, and advancing the government’s development agenda.
The conference reviewed achievements, challenges and lessons learned from secretariat and administrative work during 2021-2025, while also outlining priorities and directions for the 2026-2030 period.
Chaired by the Minister and Head of the Prime Minister’s Office, Dr Bouakhong Nammavong, the one-and-a-half-day conference, held on June 22-23, brought together representatives of Party and State organisations, central and local government bodies, and former leaders.
Prime Minister Sonexay observed that Laos had faced significant regional and global challenges in recent years, including the Covid-19 pandemic and ongoing global conflicts.
These circumstances created significant obstacles to the fulfilment of the previous National Socio-Economic Development Plan and other government objectives.
Despite these difficulties, he noted that Laos had sustained economic growth of more than 4 percent annually over the past five years, exceeded state revenue collection targets, and reduced inflation to single digits.
Looking ahead, the Prime Minister said the government aims to achieve average GDP growth of at least 6 percent during the 2026-2030 period, with growth of at least 5.5 percent in 2026 and 6-7 percent annually from 2027 onwards.
The government is also targeting GDP per capita of more than US$3,000 and Gross National Income (GNI) per capita of US$2,869 by 2030.
“The contributions made by the Prime Minister’s Office and equivalent government bodies at all levels have been key to supporting socio-economic development over the past five years,” he said.
To spur efforts to reduce poverty, build economic self-reliance and address longstanding development challenges in relation to the 10th National Socio-Economic Development Plan alongside other priorities, the Prime Minister emphasised the importance of political and ideological education among officials and civil servants.
He urged them to remain vigilant, improve their working methods, and ensure the effective implementation of Party and government policies, resolutions and directives.
The Prime Minister also stressed the need to modernise administrative systems, improve document management, streamline organisational structures, and strengthen workforce management based on competence, performance and integrity.
Officials and civil servants, he said, should uphold professionalism, honesty, responsibility and confidentiality while maintaining a strong commitment to serving the nation and the people.
He further encouraged unity, mutual learning and continuous capacity-building to meet evolving administrative demands and ensure effective succession planning.
Regarding local administration, the Prime Minister instructed authorities to proactively implement key legal instruments and national policies.
These include the 10th National Socio-Economic Development Plan, Prime Ministerial Orders No. 6, No. 11, No. 15 and No. 40, and National Assembly Resolution No. 165.
He also called for a swifter response to natural disasters and seasonal challenges, particularly to safeguard agricultural production, transport, and rural livelihoods.
Authorities at all levels were urged to strengthen oversight of investment projects and intensify efforts to combat illegal gold mining, illegal logging, wildlife poaching, and other flagrant violations of the law.
The Prime Minister further emphasised the importance of improving revenue collection through modernised management, reducing budget leakages, and strengthening coordination between central and local authorities through regular reporting and consultations.
Conference attendees heard presentations and experiences shared by former leaders aimed at improving administrative and secretariat work.
In addition, several decrees passed by the 10th-term government were highlighted. They included the Decree on the Regulations and Working Mechanism of the Government, Decree on the Division of Work between the Prime Minister and Deputy Prime Ministers, and Decree on the Assignment of Responsibilities to Ministries and State Agencies to assist Vientiane and the provinces.
