PM sets agenda for transport ministry’s Party Congress
Prime Minister Sonexay Siphandone has advised the Ministry of Public Works and Transport to focus on Party unity, leadership renewal, security, infrastructure repair, and modern systems of financial management at the ministry’s upcoming 6th Party Congress.
His decisive address, delivered on Tuesday at a meeting of the ministry to mark the end of the 5th term of the ministry’s Party Executive Committee, set a clear tone for future development under the Lao Party’s guidance.
The Prime Minister stressed the need to fully prepare for the ministry’s 6th Party Congress, which he described as an important milestone.
He called for the careful selection of qualified, competent candidates for the new Party Executive Committee, with an emphasis on promoting both experienced leaders and emerging younger and middle-aged members to ensure generational continuity.
To support effective leadership transition, Prime Minister Sonexay highlighted the importance of an open and democratic internal process during candidate consultations.
He encouraged delegates to put the collective interest above personal preferences and to approach the third round of consultations with transparency and integrity, reinforcing the principles of democratic centralism.
The Prime Minister also stressed the need to strengthen political and ideological education within the ministry.
He urged all staff to deepen their understanding of the Party’s policies and demonstrate loyalty through disciplined and law-abiding conduct.
He noted that strong political awareness is essential to upholding the Party’s leadership and governance principles.
Acknowledging the strategic role played by the transport sector, Prime Minister Sonexay advised the ministry to tighten security at critical locations such as the ministry’s premises, airports, bus and train stations, and logistics centres.
He called for close coordination with security agencies to ensure these vital locations are safe and operational.
On the economic front, the Prime Minister urged the ministry to maximise its potential to boost the transport sector’s financial contributions to state revenue.
This includes improving revenue collection from services, managing expenditure responsibly, and using modern systems for effective management of the Road Fund and the collection of road tolls.
He also emphasised alignment with new resolutions from the government and the National Assembly to increase transparency and efficiency.
Recognising the challenges posed by the rainy season, Prime Minister Sonexay called on the ministry to be proactive about repairs to infrastructure.
The repair of damaged roads and bridges in the wake of flooding is not only essential for public safety but also for the continuity of commercial and logistical operations, he said.
To ensure continued excellence, the Prime Minister advised the ministry to reward individuals and groups who have demonstrated exceptional contributions to both general and specialised areas of work.
Prime Minister Sonexay reiterated the need for strong unity within the ministry’s Party Committee, cautioning against authoritarian practices, factionalism, and superficial democratic processes.
He added that all Party organisations under the ministry must swiftly implement their respective congress resolutions and focus on building clean, strong, and stable Party units, while improving the quality and commitment of newly admitted Party members.
Through genuine unity, clear leadership, and disciplined governance, the Party Congress resolutions and ministry development plans can be effectively implemented, the Prime Minister said.
