Huaphan Province disciplines and expels Party members for regulatory violations

Huaphan inspection authorities have disciplined 120 Party members and officials over violations of Party regulations and State law during the past five years, including 45 who were expelled from the Party.
The violations were uncovered through monitoring and inspections conducted by the Huaphan Provincial Party Inspection Committee, State Inspection Authority and Anti-Corruption Agency between 2021 and 2025, according to a Lao News Agency report citing a media source in Huaphan province this week.
Of the 120 people disciplined, 26 received warnings, 15 were reprimanded, six were removed from their positions, 28 had their Party membership suspended, and 45 were expelled from the Party.
President of Huaphan Provincial State Inspection Authority, Mr Onphanh Thongthida, reported the figures at a meeting held last week to review five years of inspection work and set the agenda for the 2026-2030 period.
He noted that provincial authorities had carried out eight inspections of state administration bodies, comprising three routine inspections and five conducted in response to specific orders. These inspections uncovered losses of more than 5.9 billion kip.
More than 2.8 billion kip of this amount was recovered, while about 3.1 billion kip remained outstanding.
Aiming to curb corruption, provincial authorities conducted 11 awareness-raising sessions in the province’s 10 districts to stress the need for compliance with laws, strategies and regulations on corruption. These sessions were attended by 781 Party members and officials in total.
Monitoring, inspections and corrective measures were also carried out in five cases involving suspected corrupt behaviour by Party members and officials. These investigations uncovered losses of 6.9 billion kip, of which 1.8 billion kip has been recovered, leaving 5.1 billion kip still to be recovered.
Administrative disciplinary measures were imposed on 37 officials involved in corrupt behaviour. At the Party level, 36 were subject to first-level disciplinary action and one to third-level disciplinary action. At the state level, 31 received first-level disciplinary action, five received second-level disciplinary action, and one was subject to third-level disciplinary action.
Of the 37 officials, one was under central-level management and 36 were under provincial-level management.
Looking ahead to 2026-2030, Mr Onphanh said provincial inspection authorities would strengthen the monitoring of political responsibility, the implementation of Party resolutions, and the overall performance of state agencies.
Inspections will focus on state-funded development projects, beginning with 12 projects underway across Huaphan, as well as projects funded by 10 billion kip or more and those below that threshold. Authorities will also inspect state management of provincial departments and agencies in all 10 districts.
Other priorities include monitoring the implementation of the current five-year Socio-Economic Development Plan through at least 10 projects, preventing improper use of state vehicles, and strengthening oversight of tree felling and timber trading, mining, and state land leases and concessions.
Authorities will also continue monitoring the collection and management of funds recovered from individuals responsible for losses identified through inspections and investigations.
Also addressing the meeting, President of the Party Central Inspection Committee, President of the State Inspection Authority and Head of the Central Anti-Corruption Agency, Mr Vanxay Phongsavanh, called on Huaphan authorities to intensify Party monitoring and inspection and strengthen oversight of state agencies.
He stressed the need to improve legal and regulatory awareness among Party members and officials, particularly to help them understand the harmful effects of corruption and prevent violations of the regulations.
Mr Vanxay also called for improvements to the organisational structure, role and authority of inspection committees at all levels, alongside specialised training for inspection officials.
He urged officials to take greater responsibility for their duties and prevent and address negative practices within the organisations under their supervision, saying more robust checks would help ensure the success of socio-economic development plans in the province and its districts.
