Laos joins ASEAN members in signing historic extradition treaty
ASEAN member states on November 14 signed the ASEAN Treaty on Extradition, marking a significant milestone in regional legal cooperation and efforts to combat transnational crime.
President of the Supreme People’s Prosecutor Office, Mr Xaysana Khotphouthone, led the Lao delegation at the signing ceremony in Manila, Philippines. The event was also attended by ASEAN Secretary-General Dr Kao Kim Hourn and took place on the sidelines of the 13th ASEAN Law Ministers’ Meeting (ALAWMM).
Negotiations on the ASEAN Treaty on Extradition began in 2021 and concluded during the 14th meeting held in Langkawi, Malaysia, from August 29–31, 2025, according to the Lao Supreme People’s Prosecutor Office.
Comprising 29 articles, the treaty aligns with Laos’ foreign policy and legal framework, and is consistent with international treaties to which Laos is a party. It aims to safeguard the rights and interests of Laos and other ASEAN countries.
The agreement is expected to serve as a key instrument for international cooperation on extradition, enhancing prevention and suppression of transnational crime, and strengthening legal collaboration within the region and beyond.
