Technology ministry partners with APB to create digital payment system
The Department of Digital Technology at the Ministry of Technology and Communications and the Agricultural Promotion Bank Limited (APB) have signed an agreement that will see them enable financial transactions via messaging platforms.
The main objective is to create a modern digital payment ecosystem by connecting digital wallets (E-wallets) and bank accounts to popular messaging platforms such as WhatsApp, WeChat, Line and Telegram, to facilitate payments for goods and services through the Lao QR system.
The agreement was signed on March 17, 2026. The Department of Digital Technology was represented by its Acting Director General Mr Pasitthidet Luangvilay, while APB was represented by its Chief Executive Officer, Mr Philavanh Sophabmixay.
The signing ceremony was attended by the Minister of Technology and Communications, Dr Santisuk Simmalavong, together with deputy ministers, representatives from related sectors, and invited guests.
The agreement is viewed as highly significant, as the ministry aims to modernise the country’s financial infrastructure through the Department of Digital Technology.
The partnership will enable the use of modern technology to manage financial transactions, build public trust, and ensure information security in line with international standards.
The initiative will help enhance universal access to financial services by members of the public through platforms that are widely used and easily accessible.
Furthermore, strengthening the digital ecosystem through cooperation between the public and private sectors will establish new standards for integrated public and private services, which is critical in strengthening the digital economy and building competitiveness at both the regional and international levels.
