Human resource development is a key factor of cooperation between Laos – Vietnam
This story marks Laos-Vietnam Solidarity and Friendship Year 2017 and celebrates the 55th anniversary of the countries’ diplomatic relations and the 40th anniversary of the signing of the Laos-Vietnam Treaty of Friendship and Cooperation.

Alarge number of Lao and Vietnamese people can now communicate fluently in both languages, thanks to the ongoing exchange of human resources development as signed in the Treaty of Friendship and Cooperation.
Since the two countries signed the Treaty of Friendship and Cooperation in 1977, both nations have recognised the importance of developing human resources, but both nations were cooperating even before the treaty was signed.
Present young Lao leaders used to study in many areas of Vietnam from kindergarten through to university, after the Vietnamese government backed Laos in building specific schools and dormitories for Lao students to study and stay there.

Vientiane - Ho Chi Minh Secondary School is a friendship school between Ho Chi Minh  City and Vientiane.

According to the Ministry of Education and Sports, the Vietnamese government built a number of schools in Vietnam in 1958 for young Lao officials in order to give them the knowledge to develop a liberated zone of Laos, especially the Huaphan province. The Vietnamese government supported its experts in the field of education to help Laos develop various curriculums in collaboration with Lao teachers at a teacher college in Huaphan province. Huaphan is a Lao revolutionary stronghold area.
Lao and Vietnamese teachers were cooperating together before 1977, and as a result a number of Lao and Vietnamese people can communicate easily and fluently in both languages because of the strong relationship.
The cooperation in the field of education is one of several fields which has made good progress so far. The Vietnamese government provided funds to build schools in several Lao provinces, and both the Lao and Vietnamese governments have provided scholarships for people of the two countries to study at education institutes in many areas of both countries.
Several schools in Laos have been friendship schools; for instance, the Sikhottabong Primary and Secondary School of Laos is a friendship school with Ho Chi Minh School. The name of Sikhottabong Primary and Secondary School of Laos was changed to be Vientiane- Ho Chi Minh Secondary School. A number of Lao students have studied at the school, the construction of which was funded by the Vietnamese government.
Apart from schools, the Lao and Vietnamese governments have provided short and long term scholarships for people of the two nations to study in both countries. The scholarships from the Vietnamese government have increased year by year. From 2015 to 2020, the Vietnamese government plans to provide 1,000 scholarships for Lao people to study in Vietnam, including short and long term study in several different subjects. The Ministry of Education and Sports on the Lao and Vietnamese sides will arrange scholarships for officials and students who are selected to study in each year. More than 9,000 Lao people studied in Vietnam in the fiscal year 2014-2015, while in 2015-2016 there were 12,000 people. More than 14,000 Lao people are now studying in Vietnam, with 3,000 of these receiving Vietnamese scholarships.
Many Vietnamese people completed their education at different subjects from the National University of Laos and Souphanouvong University in LuangPrabang under the scholarship of Laos and their own private funds. According to the Ministry of Education and Sports of Laos, more than 250 Vietnamese students are studying at Lao universities in many locations.
The cooperation in the fields of education between the two nations will keep focusing on building human resources in accordance with their future cooperation plans.
