Work begins on political academy for police force
A groundbreaking ceremony to mark the start of construction of a Political Academy of Laos’ Public Security Forces, funded by the government of Vietnam at a cost of 250 billion dong, took place in Nonsa-art village, Xaythany district, Vientiane, last week.
Laos’ Deputy Prime Minister and Minister of Public Security, General Vilay Lakhamfong, and Vietnam’s Minister of Public Security, General To Lam, together with their respective delegations participated in the event.

Construction of the academy is part of a new cooperation agreement between the Ministries of Public Security of Laos and Vietnam.
Vietnam’s Ministry of Public Security will work with the relevant departments and ministries to monitor the progress of the project.
The project was approved on July 25 under a policy plan formulated by the Politburos of Vietnam, and on August 17 the Vietnamese Prime Minister agreed to provide funding to build the academy.
Construction is set for completion within one year.
The academy will be built on a 6.5-hectare site and equipped with the necessary teaching facilities. It will comprise an administrative building, classrooms, a large club, and dormitories for staff, teachers and students.
General Vilay said the facility was being built to meet the need for enhanced political duties and to raise the standards of command-level staff by boosting their knowledge of political theory.
The academy will cater to the increasing number of police undergoing training in political theory and will replace an existing facility which is outdated and in need of repair.
The Ministry of Public Security recognised the need to upgrade the teaching and learning environment and to create a modern academy dedicated to the teaching of political theory for the police force, General Vilay said.
The ministry will use the academy to broaden the knowledge of trainees and give security personnel a deeper knowledge of political theory.
Teaching will also place a strong emphasis on Party and government policies and directives, as well as general public security operations.
