Govt inks deal on Wind Power Generation project in Savannakhet

The government has given the go-ahead to Savan Power Development Company Limited (SPDC) to run a feasibility study for the development of a Wind Power Generation project over 12,914 hectares in Nong district of Savannakhet province.

A Memorandum of Understanding (MOU) was signed on July 31 between Deputy Minister of Planning and Investment Dr Sthabandith Insisienmay, and the Managing Director of SPDC, Mr Surasak Chaiyen.
This was witnessed by the Deputy Minister of Energy and Mines, Dr Sinava Souphanouvong, and the Honorary Advisor of SPDC, Mr Hatsady Sysoulath.
SPDC is a subsidiary of Nathalin Corporation, which has been engaged in oil and gas transportation, marine transportation and clean energy investments such as wind energy and solar energy in Cambodia, Laos, Myanmar, and Vietnam (CLMV).  SPDC was registered in the Savan Seno Special Economic Zone (Zone A) in Kaysone Phomvihane city of Savannakhet province to develop two main businesses.
First, the energy business (hydro, wind, and solar energy, including transmission lines and power stations), and second, the development of modern industrial and agricultural farms in Sepon, Savannakhet province, and real estate along the Laos-China railway corridor and other special economic zones.
The project will develop wind power, which is clean energy and friendly towards the environment, and will help reduce greenhouse gas emissions that are the main cause of global warming.
In line with the socio-economic development plan in Laos, which has potential in termsof energy and has geographical advantages suitable for the production of electricity.
In particular, the development of wind energy is in line with Laos’ goals of switching to a modern economy with quality, environmental friendliness, and sustainability.
It is also an opportunity to develop a circular energy value chain that has the potential to increase income, contribute to industrial development and improve living conditions, which benefits important indicators such as GDP, employment and the welfare system.
Saiphouluang wind farm is located in Nong district of Savannakhet province. The area of study, exploration and development of wind  energy projects spans over 12,914 hectares, and the estimated installation production capacity is 1,000MW. This will help export electricity to the power system project of the Republic of Vietnam through the 500kV Sepon2 Substation.
The plan is to connect 500kV power lines with 500kV Huong Hoa Substation (LAO BAO).  At the same time, the developers hope that this project will be an important part of economic development and aid in the strengthening of energy security. It is also a symbol of comprehensive cooperation between Savannakhet Province and Kuangchi Province of Vietnam.
This project is also among the goals of the Lao  government’s development of electricity for domestic use and export to foreigncountries.
