14th Vietnam Party Congress: strategic breakthroughs and national aspirations for growth

The 14th National Congress of the Communist Party of Vietnam (CPV), a momentous political event for the Party, the State, and the Vietnamese people, is taking place in Hanoi over seven days, from January 19-25, 2026.
The Congress is drawing widespread attention and high expectations from across the nation, as it will chart Vietnam’s development path in a new era of growth and transformation.
A Historic Milestone for the Nation
The 14th National Congress is taking place at a particularly significant juncture. It is expected to make strategic decisions that will enable Vietnam to successfully achieve its national development goals by 2030, marking the 100th anniversary of the Communist Party of Vietnam (1930–2030), and to realise its long-term development vision towards 2045, commemorating the centenary of the founding of the Socialist Republic of Vietnam (1945–2045).
The Congress brings together 1,586 delegates representing more than 5.6 million Party members nationwide. In addition, it welcomes former members of the Politburo, former members of the Secretariat, and former members of the Party Central Committee across different terms, as well as Vietnamese Heroic Mothers and representatives of intellectuals, artists, religious dignitaries, and outstanding young people from all regions of the country.
Organised under the theme “Unity – Democracy – Discipline – Breakthrough – Development”, the Congress reflects the guiding spirit for leadership, governance, and the organisation of major political tasks in the coming term. Its overarching theme emphasises national unity and determination under the Party’s leadership to advance confidently in a new era, striving for peace, independence, democracy, prosperity, civilisation, happiness, and steady progress towards socialism.

Key Documents Guiding Long-Term Development
During the Congress, delegates will discuss, review, and approve several documents of long-term strategic importance to the country’s development. These include the Political Report of the 13th Central Committee to the 14th National Congress; a report summarising key theoretical and practical issues arising from nearly 40 years of socialist-oriented reform; a report reviewing 15 years of implementation of the Party Charter (2011–2025) and proposing amendments and supplements; and a report assessing the leadership and direction of the 13th Central Committee.
Together, these documents are expected to provide both a comprehensive review of past achievements and a clear roadmap for Vietnam’s future development.
The “Four Pillars” of a New Development Era
In the lead-up to the 14th National Congress, Vietnam adopted a series of major institutional, economic, and social resolutions aimed at propelling the country towards developed, high-income status by 2045. These policies are widely described as the “four pillars” of Vietnam’s new development era.
Resolution 68-NQ/TW on private sector development, adopted in May 2025, marks a turning point by elevating the private economy to a “main engine” of growth. It targets the creation of 2 million enterprises by 2030, with the private sector contributing 55-58 percent of GDP, while cutting administrative procedures by 30 percent and strengthening the protection of property rights and entrepreneurs.
Resolution 57-NQ/TW on science, technology, and innovation identifies advanced technologies such as artificial intelligence, semiconductors, blockchain, and quantum technology as key drivers of development. It aims to foster globally competitive technology firms and raise total factor productivity to more than 55 percent of GDP by 2030.
Resolution 66-NQ/TW on legal reform, described as a “second institutional revolution”, seeks to build a transparent, predictable, and development-oriented legal system that actively supports business and innovation.
Resolution 59-NQ/TW on international integration underscores Vietnam’s proactive approach to shaping, rather than merely adapting to, global rules in economic, political, and digital spheres, with an emphasis on strengthening strategic partnerships.
Economic, Energy, and Social Breakthroughs
Beyond these four pillars, Vietnam is pursuing major structural shifts in energy, state-owned enterprises, and social development. Resolution 70-NQ/TW on national energy security, adopted in August 2025, sets a roadmap for green and renewable energy, targeting renewables to account for 25-30 percent of primary energy supply by 2030, with priorities given to offshore wind and LNG.
Resolution 79-NQ/TW on state-owned enterprises, issued in early 2026, aims to position SOEs as leaders in innovation and green technology, allowing them to retain proceeds from divestment for reinvestment and targeting the creation of 30 SOEs with annual revenues exceeding US$1 billion by 2030.
In the social sphere, Resolution 80-NQ/TW on cultural development recognises culture as an endogenous resource and a source of national soft power, with a target of investing around 2 percent of GDP in culture.
Notably, two additional resolutions further reinforce Vietnam’s people-centred development strategy. Resolution 71-NQ/TW on breakthrough development in education and training, issued on August 22, 2025, identifies education as a decisive factor for rapid and sustainable development, emphasising comprehensive reform, high-quality human resource development, and stronger links between education, science, technology, and innovation. Meanwhile, Resolution 72-NQ/TW on breakthrough solutions to strengthen the protection, care, and improvement of people’s health, issued on September 9, 2025, places public health at the centre of national development, aiming to improve population health, expand preventive healthcare, and enhance the quality and accessibility of medical services.
Achievements and Aspirations
The 14th National Congress takes place against the backdrop of nearly four decades of renewal that have transformed Vietnam into a dynamic, resilient, and increasingly influential country. Economic growth has remained robust, social stability has been maintained, and Vietnam’s international standing has continued to rise.
Building on these achievements, the Congress embodies the nation’s aspirations for a new era of development. With strategic breakthroughs in institutions, technology, human capital, and social policy, the 14th National Congress of the Communist Party of Vietnam is expected to set a clear and confident course for the country’s future—one that leads to prosperity, sustainability, happiness, and the realisation of Vietnam’s long-term visions for 2030 and 2045.
As the lyrics of musician Nguyen Van Chung’s song say, “Let’s continue the story of peace, when our beloved country thrives, enjoy the sunshine on our flag flying with pride”. Under the leadership of the CPV, the Vietnamese people will continue writing the story of peace, prosperity, and happiness.
