Govt pushes for use of science, rule of law to drive development
Senior government officials and researchers have underscored the importance of scientific research and the rule of law in advancing Laos’ sustainable socio-economic development.

Speaking at the 2024 National Multi-Stakeholder Dialogue on “Laos’ Opportunities and Challenges for Sustainable Socio-Economic Development in the Context of the Rule of Law”, held in Vientiane from January 30-31, Deputy Prime Minister Saleumxay Kommasith highlighted the crucial role of science in national progress.
The two-day event brought together researchers, research institutions, and policymakers to exchange ideas and discuss pathways for Laos’ sustainable future.
“Science is playing an increasingly important role and developing rapidly in line with socio-economic growth, particularly in the 4.0 era. It is becoming indispensable in daily life, trade, agriculture, environmental conservation, and social development,” Mr Saleumxay said.
He stressed that without scientific research, the country’s socio-economic development would lag behind, lacking effectiveness. Recognising this, the government has introduced policies to promote scientific research and innovation, focusing on enhancing production and improving people’s livelihoods.
“The Party Central Committee and the government have always placed great importance on scientific research, encouraging more researchers in various fields to prioritise sustainable development,” he added.
The government has identified key scientific research projects to support national programmes and expects that the outcomes of the dialogue will inform future policy direction and socio-economic development planning.
Meanwhile, President of the Lao Academy of Social and Economic Sciences, Dr Kongkeo Xaysongkham, presented findings from the dialogue, emphasising the importance of governing through the rule of law.
“Governing the state and society through law is a key policy, strategy, and objective of the Party and government. Laos has made significant progress in legal development, including the creation of laws and regulations,” he said.
However, he acknowledged that law enforcement remains inconsistent and ineffective in some areas, hindering socio-economic development.
Weak implementation of legal frameworks affects the management and use of natural resources, efforts to address climate change, and solutions to economic and financial challenges.
“Strengthening the rule of law is a fundamental and decisive factor in overcoming economic and financial difficulties and achieving our socio-economic development goals,” Dr Kongkeo said.
