Government, National Assembly agree key policies for 2025
The government and the Standing Committee of the National Assembly have agreed on key policies and legislative priorities to drive Laos’ socio-economic development in 2025.

The second joint meeting between the two bodies took place at the National Convention Hall on February 14, co-chaired by Prime Minister Sonexay Siphandone and President of the National Assembly, Mr Xaysomphone Phomvihane.
The meeting was attended by Deputy Prime Ministers, National Assembly leaders, government officials, and representatives from ministries and relevant organisations.
Discussions focused on reviewing the outcomes of the first joint meeting in 2024, assessing the coordination mechanism between the two bodies, and defining policy priorities to achieve the country’s development targets.
Participants also discussed the preparation of draft laws to be presented at National Assembly meetings this year.
Key topics included the evaluation of legal amendments, exemptions to certain laws, and revisions to regulations governing infrastructure projects, industrial estates, mineral development, and power generation.
The meeting reached a consensus on improving policies related to state investment, audit resolutions, the 2025 budget, and measures to regulate fuel imports and pricing in line with existing resolutions.
The Ministry of Justice was assigned to lead the drafting and revision of laws ahead of the next National Assembly sessions.
Ministries were instructed to work with the National Assembly’s committees to ensure laws align with current realities, while also improving legal dissemination through multiple formats to enhance public awareness.
The Ministry of Planning and Investment, Ministry of Finance, Ministry of Public Works and Transport, Ministry of Energy and Mines, and the Ministry of Industry and Commerce were tasked with refining policies to address gaps in transport infrastructure, industrial estates, and energy projects.
The aim is to ensure these developments align with Laos’ green and sustainable growth strategy.
The Prime Minister’s Office and the National Assembly Secretariat will document the meeting’s resolutions for implementation and follow-up.
The outcomes will serve as a reference for government action to ensure effective socio-economic management, political stability, and improved living standards for all ethnic groups in Laos.
