Major Lao, Singaporean logistics service providers forge partnership to advance regional transport services

A major Lao conglomerate, PTL Holding Company Limited, has formed a partnership with two subsidiaries of PSA international, to advance digital logistics services and bolster regional trade in Southeast Asia and beyond.

The two companies, which are among key players in the field in the region, inked a Strategic Partnership Agreement in Vientiane on Tuesday for the enhanced digital transformation of logistics at the international cargo border checkpoint at Thanaleng Dry Port.
Sitthi Logistics Laos Co Ltd, a subsidiary of PTL Holding Company Limited, and CrimsonLogic Pte Ltd, a subsidiary of PSA International, also signed a Strategic Partnership Agreement for establishing the National Trade Facilitation Platform for Digital Trade Flows in Laos.
The signing of the agreement was witnessed by a gathering that included the Deputy Minister of Finance, Phouvong Kittavong, the Deputy Minister of Industry and Commerce, Dr Manothong Vongxay, officials and business executives.
Dr Chanthone Sitthixay, the Chairman and Founder of PTL Holding Co, which is the developer of the dry port, described the partnership as an important milestone in advancing digital logistics services at the dry port, a single-window customs clearance for goods transported on the Laos-China Railway, a key gateway between the Association of Southeast Asian Nations (ASEAN) and China.
“This demonstrates the commitment to implementing the national logistics development strategy of the government of the Lao PDR, transforming Laos from a landlocked country into a land link, connecting the sub-Mekong region and the world,” Dr Chanthone said.
The partnership will “bring digital innovation, logistics and transportation facilitation know-how and expertise in port management to this collaboration”, Dr Chanthone added.

The modernisation will be done by leveraging the experiences of PSA International, a world leader in managing ports and global supply chains. The firm manages more than 70 deepsea, rail and inland terminals in 45 countries.
The modernisation of the service system, the Chairman said, will improve efficiency, facilitation, safety and quickened logistics services at the dry port, enhancing its role as the convergence point of the standard-gauge Laos-China Railway and one-meter-gauge Laos-Thailand Railway. This will enable seamless connection of the pan-Asian rail network.
The Regional CEO for Southeast Asia of PSA International, Mr Nelson Quek, said: “Land-locked Laos and sea-locked Singapore both strive to achieve connectivity amid geographical constraints.
“We share a common goal to be enablers of trade to our region and the rest of the world.”
Mr Quek said that one of his company’s key strengths throughout the years has been its digital capabilities.

“We manage our terminals with our proprietary Terminal Operating System and we also built community solutions such as Port Community System and Trade Facilitation Platform for all relevant stakeholders to be plugged in,” he said.
“I am very grateful to (Dr) Chanthone and his team for giving PSA and CrimsonLogic an opportunity to share what we have learnt over the years in terms of operational excellence and digital transformation. We will be working alongside PTLH (PTL Holding Company Limited) on this journey and I hope this is a start to a lasting and strategic partnership.”
CrimsonLogic CEO Mr Lawrence Ng said the new partnership with Sitthi Logistics Laos marks an important milestone in bolstering trade and driving growth.
CrimsonLogic has valuable insights to share with its Lao partner, notably their experience in pioneering digital solutions such as the world’s first electronic Single Window platform, said Mr Ng.
“This collaboration is a testament to our shared commitment to fostering connectivity and enabling seamless trade within the region and beyond, and represents a tremendous opportunity to share the knowledge and expertise we have accumulated over the last 36 years. It also embodies the spirit of PSA’s ‘Node to Network’ strategy, which seeks to optimise the entire supply chain ecosystem.”
Opened for service since 2021, the Thanaleng Dry Port and its associated Vientiane Logistics Park have been a pillar positioning Laos as an important logistics connector linking regional and global supply chains.
