Laos, Vietnam partner to spur development of ICT education

Education authorities in Laos and Vietnam plan to strengthen ties in the field of technology and innovation to better utilise the potential of their human resources.
A Memorandum of Understanding on the partnership was signed in Vientiane on Wednesday, coinciding with events taking place this year to mark the 60th anniversary of the establishment of diplomatic relations and the 45th anniversary of the signing of the Treaty of Friendship and Cooperation between Laos and Vietnam.
The agreement was signed during Lao Digital Week, attended by the Director General of Laos’ Institute of Information and Communication Technology, Dr Padapxay Sayakhot, which operates under the Ministry of Technology and Communications, and the President of Vietnam’s Foreign Trade University, Assoc. Prof. Dr Bui Anh Tuan. Other senior officials from Laos and Vietnam were also present on the occasion.
The partnership serves to enhance the longstanding great friendship, special solidarity and comprehensive cooperation between the two countries.
Under the agreement, an online degree programme in Business Administration will be taught in Vietnamese between the Institute of Information and Communication Technology and the Foreign Trade University.
The two institutions will devise short and long-term training courses and apply for funding to teach them. They will also organise conferences, seminars, and specialised workshops, share teaching and research materials, and encourage self-funded Lao students to enrol in programmes at the Foreign Trade University in Vietnam.
They will also consider other potential areas of cooperation and organise periodic meetings to review their activities, the extent of which will depending on their financial and personnel capacity.
The Memorandum of Understanding authorises the Division of Planning, Cooperation and Finance at the Institute of Information and Communication Technology and the Office of International Affairs at the Foreign Trade University as the focal points for the implementation of the agreement. A third party may also participate in activities but the two original parties must both agree to this.
The two institutions will jointly seek appropriate sources of funding to implement their plans.
They agreed to resolve any disputes relating to the Memorandum of Understanding by peaceful means through joint consultation and negotiations. In the event of a dispute, the English version of the MOU will be used as the basis for resolution.
