Human resource developers join forces to build professional and academic excellence
Phongsavanh Group Co., Ltd., (PSVG), the Vientiane Skill Development Center and China’s Guangzhou Polytechnic University on June 17 signed a Memorandum of Understanding on cooperation in human resource development and vocational training.
The agreement signing ceremony in Vientiane was attended by the executive management teams representing PSVG, Vientiane Skill Development Center representative Mr Do Ih Viranam, and the leadership of Guangzhou Polytechnic University, along with faculty members from the People’s Republic of China and other senior officials representing all parties.
The agreement is a milestone in linking a leading conglomerate in Laos with a premier technical educational institution in China. Together, they will drive the “Human Resource Development and Vocational Training Exchange Project” towards professional and academic excellence.
The initiative focuses on the following core frameworks: 1. Promoting internship and employment opportunities for Lao students studying at Guangzhou Polytechnic University, 2. Organising training programmes and developing employee capacity, 3. Developing curricula in Financial Technology (FinTech) and the digital economy, 4. Enhancing learning in banking, insurance, risk management, data analytics, international trade, and investment, 5. Applying modern technology to finance and business administration, 6. Organising educational study tours and knowledge exchange programmes in China, and 7. Collaborating on economic research and joint projects under China’s “One Belt, One Road” initiative.
Through this cooperation, Guangzhou Polytechnic University will provide academic experts and support curriculum development, while PSVG will provide practical internship placements to ensure hands-on experience for students.
The agreement reflects the strong commitment of all parties to cultivating a new generation of skilled professionals, fostering innovation, and driving sustainable economic growth for both nations.
PSVG Shareholder Committee Member, Mrs Savanhphone Phongsavanh, said the Vientiane Skill Development Center is a local institution under Vientiane Capital, tasked with training and developing employees’ skills. The mission is to equip young trainees with professional skills and build a skilled workforce capable of securing employment and contributing to society.
“Regarding this tripartite cooperation, I am firmly convinced that we will share knowledge and support one another in workforce development and employment. Because this is collaboration between vocational training/educational institutions and the corporate sector that actually employs the workforce, we will be able to collaborate academically in human resource development.”

“Together, we can identify and bridge any gaps to ensure that labour development aligns seamlessly with actual market demands and practical development,” Mrs Savanhphone said.
Guangzhou Vocational and Technical University President, Mr Ma Renting, said “We will deepen cooperation, focusing on key areas. This will involve jointly cultivating talents to serve development, jointly delivering staff training to enhance capabilities, jointly developing standards to lead industrial progress, and jointly building platforms to deepen exchanges.”

The agreement aims to build relationships and enable development partners to assist in upgrading one another’s personnel and business operations.
The Phongsavanh Group in Laos is a corporate entity that encompasses many types of businesses that stand at the forefront of commercial operations and personnel management in Laos. In addition, it has affiliates and business branches in foreign countries.
Guangzhou Polytechnic University in China is a public college for the building and development of human resources in the vocational sector, and teaches courses in Finance Technology, Modern Logistics Management, Electric Vehicles, Intelligent Manufacturing, Information Technology, and other technical fields. It is one of the most famous polytechnic universities in China.
The Vientiane Skills Development Center plays a role in creating and developing the skills of young people in Vientiane as well as those from the provinces, especially young people who aspire to work in the service sector.
