PTT, BlueDot drive Laos' EV future
PTT (Lao) Co., Ltd. and Laothani Tractor Sole Co., Ltd. have signed an agreement to explore a joint venture that could significantly expand electric vehicle charging stations across Laos.
The Memorandum of Understanding (MOU) marks a major step towards strengthening the country's electric vehicle (EV) infrastructure and supporting the transition to cleaner energy.
The agreement was signed on July 2 at Laothani Km7 in Sivilay village, Xaythany district, Vientiane, by Managing Director of PTT (Lao) Co., Ltd., Mr Peravej NaRanong, and Managing Director of Laothani Tractor Sole Co., Ltd., Mr Ladsasiphon Phimphachanh, in the presence of other executives from both companies.
The MOU sets out a framework for a feasibility study on the establishment of a new joint venture company to expand and operate EV charging stations under the BlueDot brand.
The study will assess investment opportunities and develop a business model that responds to the needs and driving habits of EV users in Laos while ensuring efficient and sustainable operations.

This partnership builds on an existing relationship. Previously, BlueDot operated charging stations at select PTT locations. Under this new initiative, PTT (Lao) will step in as a strategic partner, reflecting strong confidence in the Lao EV market.
The move also supports PTT (Lao)'s long-term strategy to advance the energy transition while transforming its nationwide network of service stations into modern lifestyle destinations.
As EV drivers typically spend between 20 and 30 minutes charging their vehicles, PTT (Lao) sees an opportunity to enhance the customer experience by expanding its non-oil businesses. Customers will be able to enjoy services such as Café Amazon, convenience stores, and other retail outlets while waiting for their vehicles to charge.
The vision is to create "Lifestyle Hubs" that offer greater convenience and encourage more people to adopt electric vehicles as part of their daily lives.
Another key focus of the partnership is expanding charging infrastructure for heavy-duty electric trucks along Laos' main transport corridor, covering Route 13 North and Route 13 South.
The companies aim to establish a border-to-border charging network that supports commercial transport, logistics operators, and cross-border freight services as demand for electric trucks grows.
The project also aligns with Prime Minister's Decree No. 40/PM, issued on March 13, 2026, which calls for urgent measures to reduce the country's dependence on imported fossil fuels. The policy aims to ease pressure on foreign currency reserves, help contain inflation, and strengthen national energy security.
BlueDot's charging network is designed to serve a wide range of electric vehicles, from private passenger cars to commercial fleets.
The company offers charging systems ranging from 40kW and 120kW to 180kW and ultra-fast 400kW chargers, providing flexible solutions for different travel and business needs.
The charging network is supported by a dedicated mobile application and charging cards that allow users to locate stations, manage charging sessions, and make digital payments with ease.
Safety remains a top priority, with every charging station installed in line with international engineering standards to ensure reliable and secure operation.
Beyond expanding charging infrastructure, the partnership aims to create a seamless mobility ecosystem that connects energy, transport and lifestyle services.
By combining PTT (Lao)'s nationwide service station network with BlueDot's charging technology and expertise, the proposed joint venture has the potential to accelerate the growth of electric mobility in Laos while supporting the country's green economy and sustainable development goals.
