Laos to advance digital transformation with National Data Centre and Government Data Exchange System

The government is partnering with Phounphonnakhone Co., Ltd. to conduct a feasibility study on the development of a National Data Centre and Government Data Exchange System, as another step on the road to modernising the country’s digital infrastructure.
The venture aims to elevate Laos’ data management capabilities to international standards, steering the nation into a new era of digitalisation.
As agreement on the partnership in this endeavour was signed in Vientiane between the Head of Office of the Ministry of Technology and Communications, Mr Phouangpaseuth Keosouvanh, and Vice Chairman of the Major Shareholder Committee of the Phongsavanh Group, who is also President of Phounphonnakhone Co., Ltd., Mr Phaiboun Phongsavanh.

The signing was witnessed by the Vice President of the Phongsavanh Group and CEO of Phounphonnakhone Co., Ltd., Dr Sonephet Inthavong, and Vice Chairperson and Chief Executive Officer of the Phongsavanh Group, Ms Sengdao Bouphakonekham.
The ceremony was also attended by the Minister of Technology and Communications, Prof. Dr Boviengkham Vongdara; senior officials from the ministry and company; Deputy Minister of Public Security Lieutenant General Khamking Phouylamanivong; President of the Phongsavanh Group, Lieutenant General Sengnouane Sayalat; and other government officials and company representatives.
The memorandum grants Phounphonnakhone Co., Ltd. a six-month period to conduct a comprehensive feasibility study on site selection, infrastructure design, system types, and technical specifications for the National Data Centre.
The company will also lay the groundwork for establishing a national Cloud system to serve both domestic and international needs alongside a Government Data Exchange System.
The Memorandum of Understanding signifies unity in cooperation under the same ideals held by the public sector and private enterprises to contribute to the development of infrastructure and innovation in the technology and communications sector, Dr Sonephet said.
It also gives the Lao government a new image as it advances on its journey to develop on a par with countries in the region and internationally, he added.

Phounphonnakhone Co., Ltd. is an IT company under the LA Group, which is part of the Phongsavanh Group, a group of companies that has been in existence for almost 50 years.
The Phongsavanh Group has conducted business that has contributed to the development of Laos in many fields, such as communication systems, commercial banking, gold banking, insurance, warehousing and logistics systems, construction engineering, fuel import-distribution, international-class hospitals, import-export trade, and convenience stores, Dr Sonephet said.
In this era of modernisation and digital competition in managing organisations and information for maximum efficiency, creation of a National Data Centre and Government Data Exchange is an important part of driving the country’s socio-economic development, he added.
However, development of this sector has been slow to expand because of many limitations, mostly relating to a lack of technological expertise and capital, despite the best efforts of the Ministry of Technology and Communications and the government as a whole to set up a national data centre.
Dr Sonephet pointed to Laos’ strategic geographic location as a potential regional hub, its competitive low-cost energy resources, and the rapid global expansion of the data centre and digital services industries as favourable conditions for the success of the initiative.
Phounphonnakhone Co., Ltd. has demonstrated a strong commitment to assisting the Party and government’s digital economic development. The company is well-positioned to do so, leveraging its experience and comprehensive preparedness, he added.
Mr Phouangpaseuth said there is an urgent need for a national data centre built to international standards, together with an integrated government data exchange system.
These facilities are essential pillars for Laos’ transition into a digital era and align with the nation’s 30-year vision, 20-year strategy, and 5-year digital transformation plan, he said.
The project is expected to become a core component of national digital infrastructure.
