Lao Bullion Bank, MKS PAMP sign MoU to strengthen precious metals cooperation
The Lao Bullion Bank (LBB) and MKS PAMP (Hong Kong), a global precious metals trading, refining and minting company, have signed a Memorandum of Understanding (MoU) aimed at strengthening cooperation in the precious metals sector and enhancing Laos' connectivity with regional and international markets.
The agreement was signed in Vientiane on July 20 by the Chief Executive Officer of the Lao Bullion Bank, Dr Chanthone Sitthixay, and the Head of Sales, Asia Pacific, of MKS PAMP (Hong Kong), Mr Damien Han.
The signing was witnessed by Deputy Prime Minister and Minister of Finance, Mr Santiphap Phomvihane, and Hong Kong's Secretary for Financial Services and the Treasury, Mr Christopher Hui.

The MoU was signed alongside a government-to-government Memorandum of Understanding on promoting financial cooperation between the Ministry of Finance of Laos and the Financial Services and the Treasury Bureau of the Hong Kong Special Administrative Region.
Under the agreement, the Lao Bullion Bank and MKS PAMP will explore potential cooperation in precious metals trading, refining, product distribution, technical collaboration and knowledge exchange.
The framework also provides opportunities to explore cooperation with the Laos-International Precious Metals Refinery (LIPMER) and support efforts to strengthen Laos' integration into the international precious metals market.
Speaking at the signing ceremony, representatives of the two institutions said the agreement reflects a shared commitment to advancing cooperation in the precious metals sector while promoting stronger regional and international market links.
MKS PAMP has been active in Asia's precious metals markets for more than a decade. The company became one of the founding international participants of the Shanghai Gold Exchange International in 2014 and has since contributed to several key market developments in the region.
These include participation in the first trade of Shanghai Gold Exchange Hong Kong contracts in 2025 and some of the first market transactions conducted through Hong Kong Precious Metals Central Clearing, including early HAU gold trades in 2026.
Mr Han said the agreement marks an important step in expanding cooperation between the two organisations.
"We are proud to sign this MoU with the Lao Bullion Bank at an important moment for financial cooperation between Lao PDR and Hong Kong," he said.
"This framework will allow both parties to explore practical areas of collaboration that connect local market development with international precious metals expertise, transparency and responsible market practices."
According to the parties, the agreement is expected to facilitate knowledge sharing, strengthen market infrastructure and support the long-term development of Laos' precious metals industry.
