PM issues instructions for digitalisation of citizen registration

Prime Minister Sonexay Siphandone has instructed ministries and provincial authorities to resolve administrative problems concerning citizen registration, ensuring that the process is streamlined by switching to a digital system.

The prime minister issued the instruction at a meeting on Friday to discuss the creation of a database for the registration of citizens and the issuing of identity cards.
The premier also called for greater responsibility on the part of the relevant government departments with regard to citizen registration, saying they should advise their staff and support them in the implementation of the programme, so that registration is carried out efficiently and achieves the desired results.
Dr Sonexay instructed the authorities concerned to write reports, collect statistics, and record the progress made in citizen registration every day, every week, every month, every six months and every year, with the data to be reported to the government by the Ministry of Public Security.
Ministries and provincial authorities were also advised to formulate a plan regarding citizen registration, and to upload their records to the central database.
The prime minister advised the Ministry of Home Affairs to work with the Ministry of Public Security regarding the switch to a digital process for the recording of citizenship, which should be in compliance with existing legislation.
This change to the system would support the government’s goal to prevent and combat crime, and maintain law and order, he added.
The premier instructed the Ministry of Public Security to refine legislation, train personnel, develop software, and fully prepare for digitalised citizen registration as well as monitoring the progress of and assisting the sectors involved at both the central and provincial levels.
In addition, the ministry was instructed to carry out checks on the registration of Lao citizens, foreigners, and stateless persons authorised to maintain a presence in Laos, and to impose strong measures against those who fail to cooperate with the authorities in the registration process.
