President urges ethical leadership, social stability in security sector

President Thongloun Sisoulith has called on the newly elected Party leadership of the Ministry of Public Security to demonstrate unwavering political responsibility, clean governance, and a commitment to safeguarding national peace.
The call came during his address at the closing of the ministry’s 6th Party Congress on Wednesday, when General Vilay Lakhamfong was re-elected as Secretary of the Party Committee, seen as a reaffirmation of the Party’s trust in his leadership and a strong signal of continuity in ensuring national protection and internal security.

President Thongloun outlined the key major directives for the new leadership. He urged the committee to translate the Congress Resolution into detailed, practical action plans that can be clearly communicated and implemented at all levels of the ministry.
He emphasised the importance of transforming policy into tangible results and meaningful reforms in the public security sector, ensuring stability as a foundation for national development.
The President also highlighted the need for clear delegation of responsibilities. He stressed that leadership is not a matter of privilege or position but of serving the Party, the nation, and the people.

He called on the newly elected officials to fulfil their duties with dedication, unity, and effectiveness, upholding the revolutionary ideals and maintaining public trust through ethical behaviour and strong performance.
The election process reflected the Party’s democratic principles, emphasising collective leadership, unity, and the promotion of younger, capable officials.
President Thongloun further encouraged members to pursue continuous self-improvement, uphold revolutionary ethics, and act as role models for the general public.
He also stressed the importance of international cooperation, urging the ministry to learn from global partners and apply relevant best practices to strengthen Laos’ internal security framework.

On the broader front, the President linked public security to national economic resilience, stating that a strong, self-reliant economy underpins national sovereignty.
He encouraged the Ministry of Public Security to actively contribute to national development by supporting government efforts to build an independent and sustainable economy.
President Thongloun concluded by extending his gratitude to officials across the country, especially those serving in remote and challenging areas, acknowledging their critical role in maintaining peace and preventing social disorder.
The 6th Party Congress, held on August 5-6, concluded with the election of new members to the Party Committee, Standing Committee, and Inspection Committee. A total of nine members were elected to the Party Standing Committee of the Ministry of Public Security.
These include the re-elected Secretary of the ministry’s Party Committee General Vilay Lakhamfong, Lieutenant General Khamking Phouylamanivong, and Major General Soulina Keopaseuth.
The remaining members are Brigadier General Mrs Livong Laoly, Brigadier General Nouchone Konethongdam, Brigadier General Khonesavanh Somphaxay, Brigadier General Aen Oun-anongnouth, Brigadier General Kongsavath Bounlieng, and Brigadier General Dr Sisomxay Keobounphan.
General Vilay Lakhamfong, who currently serves as Minister of Public Security, was re-elected as Secretary of the Party Committee. Lieutenant General Khamking Phouylamanivong and Major General Soulina Keopaseuth were elected as Deputy Secretaries — a move seen as bolstering stability while promoting rising leadership.
The Party Inspection Committee was also reshaped during the congress, with Brigadier General Mrs Livong Laoly appointed as Chairperson.
Brigadier General Xaykhong Phetsavong, Colonel Souphanthong Khaiyavong, and Colonel Souvan Thongchaleun were elected as Deputy Chairpersons, forming a leadership structure tasked with upholding discipline and monitoring internal accountability.
The congress was also attended by other Party delegates, invited guests, and retired revolutionary officials.
The 6th Party Committee of the Ministry of Public Security now comprises 27 members, all of whom have demonstrated loyalty to the Party and nation, and have been tested through practical assignments.
Most members hold at least a high diploma in their technical or professional disciplines, and many have received formal training in political theory.
