BCEL partners with OceanBase to drive the bank's digital transformation

Banque Pour Le Commerce Extérieur Lao Public (BCEL) is upgrading its core banking infrastructure with next-generation distributed database technology as part of its drive to strengthen digital banking services and ensure more stable, secure and reliable 24/7 operations.
The bank on August 20 signed a Memorandum of Understanding (MOU) with OceanBase at BCEL Head Office, marking an important step in the implementation of its five-year strategic plan for 2025–2029.

The agreement was signed by BCEL Deputy Managing Director Mr Nanthalath Keopaseuth and Senior Vice President and General Manager of the Business Unit at OceanBase Singapore, Mr Alex Fan Shuyu.
Under the partnership, BCEL will adopt distributed database technology to modernise its core banking infrastructure, with the aim of improving system stability, security and service continuity for customers.
The move comes as BCEL seeks to strengthen its information technology architecture to meet the growing demands of the digital economy and provide faster and more reliable financial services.
Earlier in 2026, BCEL, OceanBase and HiSun conducted a joint proof of concept (PoC) to assess the technology's capacity and performance.
The test demonstrated the system's ability to handle massive transaction volumes at high speed, while also enabling faster end-of-day processing and maintaining high system stability.
This partnership positions BCEL for the digital economy era, reinforcing the bank's IT architecture readiness to deliver a modern, fast, secure, and highly reliable financial experience for its customers.
