Govt, Theun-Hinboun power company ink pact on feasibility study

The Lao government and Theun-Hinboun Power Co., Ltd. (THPC) on Thursday, 22 August 2024 signed a Memorandum of Understanding (MOU) to conduct a feasibility study for the development of the Theun-Hinboun Regulating Pond Project in Namsanam village, Khounkham district, Khammuan province. The signing took place at the Ministry of Planning and Investment in Vientiane Capital.
The MOU was signed by Dr. Sthabandith Insisienmay, Deputy Minister of Planning and Investment, and Mr Jyxiong Juevaxaiki, Managing Director of THPC. The ceremony was witnessed by Mr Thongphat Inthavong, Deputy Minister of Energy and Mines; Mr. Manhgneune Khinsamone, Director General of Khammuan Province’s Planning and Investment Department; THPC’s shareholders, Dr Bounthene Chansamay of EDL-Gen, Mr Robert Kay of GMS Power International and Mr. Jan Cederwall of Nordic Hydropower AB; along with various other government officials and the company’s senior staffs.
The feasibility study will assess the potential for constructing a small hydropower plant with an installed capacity of approximately 8 MW at the THPC regulating pond. The project aims to utilise water from THPC’s existing power plant, thereby generating additional electricity which will be supplied through Electricité du Laos (EDL), providing a reliable and consistent energy source to enhance local living standards and support socio-economic development in the province.
THPC is committed to advancing sustainable and environmentally friendly energy projects, adhering to international standards in project development and operations. The company operates the Theun-Hinboun and Nam Gnouang powerhouses in Khammuan and Borikhamxay provinces, with a combined capacity of 520 MW. THPC engages in activities that benefit both society and the environment across five districts in these provinces, and THPC has significantly contributed to Lao PDR’s socio-economic development through foreign currency earnings from electricity production and sales.
Since beginning electricity generation in 1998, THPC has contributed over USD 795 million to the Lao Government. This includes approximately USD 487.36 million in dividends, USD 150.08 million in profit tax, and USD 125.46 million in royalties.
