Savan Park SEZ steps into AI era with Savan Nexus AI Centre and Digital Campus

Savan Golden Property Development Company Limited, the developer of AI data centra & Infrastructure in the Savannakhet Special Economic Zone C(Savan Park SEZ), has signed a Memorandum of Understanding (MoU) authorising a feasibility study of a proposed high-tech Park, the “Savan Nexus AI and Digital Campus”.

The MoU was signed in Savannakhet province on September 25 at a ceremony chaired and witnessed by the Vice Chairman of the Savannakhet Administrative Committee, Mr Khamphouy Sibounheuang, and Deputy Minister of Technology and Communications Mr Saysana Sitthiphone.
The agreement was formally signed between the Savannakhet Provincial Investment Promotion and Management Office, represented by its Head, Mr Leninnakhone Rajasak, and Savan Golden Property Development Company Limited, represented by its Chairman, Mr Tee Chee Seng.
Also present were a representative from the Malaysian Embassy to Laos; the Executive Vice President of the Lao National Chamber of Commerce and Industry (LNCCI), Mr Thanongsinh Kanlagna; and representatives from relevant local agencies.

The study will explore options to develop state-of-the-art digital and artificial intelligence infrastructure within Zone C (Savan Park).
In its initial phase, the project contemplates establishing A carrier-neutral Meet -Me Room (MMR)and 2 Megawatts (2MW) AI-ready  Data Centre & internationally certified Tier III AI data centre & Digital infrastructure in Savan Park SEZ. 
The proposed project aims to turn the zone into a premier regional hub for technology research, digital workforce development, and high-value foreign investment, in alignment with the national digital economy strategy.

Key technical objectives under the MoU include expanding international fibre connectivity to reduce latency and improve cross-border data transmission, establishing high-security cloud services and Disaster Recovery systems for business continuity, and leveraging AI data analytics and digital logistics to boost supply chain efficiency along the East-West Economic Corridor.

It also seeks to foster a supportive digital ecosystem for cross-border digital services across financial, commercial, and public administration sectors.
Speaking at the ceremony, Mr Khamphouy praised Savan Golden Property Development Co., Ltd. for its forward-looking vision in selecting the Savannakhet SEZ for this strategic undertaking.
He noted that digital transformation and AI infrastructure are essential drivers for boosting regional competitiveness and generating sustainable economic growth.
“The feasibility study for the Savan Nexus AI and Digital Campus is a significant milestone,” Mr Khamphouy said. “If successfully realised, the campus will serve as an advanced centre for learning, research, innovation, and digital talent building for Savannakhet province and the nation.”
Adding an international technology perspective to the ceremony, the Head of Sales at Nokia, Mr Jean-Christophe Gaucher, presented Nokia’s outlook on the rapidly developing AI and digital infrastructure landscape.
Nokia highlighted the growing demand for secure, high-capacity networks, AI-ready data centres, and cross-border connectivity as AI workloads and hyperscale investments expand across Southeast Asia.
Its presentation identified Laos as having strong potential to serve as a strategic bridge for trusted cross-border connectivity and AI Edge Data Centres, linking the expanding digital markets of Vietnam, Thailand, and Singapore.
Mr Gaucher also highlighted the emergence of new regional data-centre clusters and the critical importance of power availability, network capacity, and strategic connectivity corridors in determining the next generation of AI infrastructure locations.
Nokia’s presentation noted that Southeast Asia is increasingly developing around interconnected corridors involving Thailand, Malaysia, Singapore, and neighbouring markets.

The presentation further showcased Nokia’s capabilities across optical networks, IP connectivity, data-centre networking, switching and routing, automation, and cybersecurity, which provide the technological foundation for AI-era digital infrastructure.

For the Savan Nexus AI and Digital Campus, these regional trends provide important technological context as the feasibility study examines the development of a data centre, international fibre connectivity, secure cloud and disaster-recovery infrastructure, and AI-enabled digital logistics in Savan Park.

This makes Nokia’s participation particularly significant to the event, directly connecting the Savan Nexus initiative with the wider regional transformation towards AI infrastructure, hyperscale connectivity, and next-generation digital networks.
Under the agreement, the company will undertake a detailed and technically sound feasibility study covering environmental impacts and incorporating international cybersecurity and digital infrastructure standards.
Provincial agencies, including the Savannakhet Investment Promotion and Management Office and the SEZ Management Authority, have been instructed to provide full facilitation and coordination to streamline project assessments.
The Ministry of Technology and Communications will provide technical guidance to ensure the proposed campus integrates seamlessly with national technology policies.
The Savannakhet Administrative Committee reiterated its strong commitment to supporting legal investments, facilitating business operations, and fostering public-private cooperation to establish Savannakhet as a modern digital economy centre.
