The Luang Namtha Provincial Agriculture and Environment Department and CARE International in Laos signed a Memorandum of Understanding (MoU) to implement the “Empowering Communities through Participatory Climate Actions, Phase II (We-ACT2)” project.

New climate project to strengthen resilience of communities in Luang Namtha

A new climate resilience project will support nearly 6,000 people in 15 villages in northern Luang Namtha province, focusing on climate-smart agriculture, food security, financial inclusion and locally led adaptation measures.
The Ministry of Agriculture and Environment, represented by the Luang Namtha Provincial Agriculture and Environment Department, and CARE International in Laos signed a Memorandum of Understanding (MoU) on September 29 to implement the “Empowering Communities through Participatory Climate Actions, Phase II (We-ACT2)” project.
The project will be implemented in Long district until December 31, 2028. Funded jointly by Bread for the World and the Botstiber Foundation, We-ACT2 will directly benefit 5,943 people from 1,246 families, including 2,816 women. An estimated 15,200 people, including 7,320 women, are expected to benefit indirectly.
The project builds on the experience of the first phase of We-ACT and aims to strengthen the ability of communities to respond to climate-related challenges while improving livelihoods and food security.
Mr Phimkeo Thamlasin of the Luang Namtha Provincial Agriculture and Environment Department said the MoU marked an important step in strengthening cooperation between the Lao government and CARE International to help communities respond to climate-related challenges.
“Through WeACT2, we will work together to strengthen livelihoods and food security, promote climate adaptation, and build community resilience,” he said.
“We look forward to continued collaboration with CARE and local communities to ensure that climate actions reflect local priorities and contribute to sustainable development.”
The project will focus on three key areas – strengthening livelihood resilience for food security, strengthening local leadership in climate adaptation, and strengthening financial inclusion and community resilience.
Under the project, communities will receive support for climate-smart agriculture, improved water access and governance, and income generation through the expansion of Village Savings and Loan Associations (VSLAs). The project will also promote women’s leadership, financial inclusion, and locally led climate action, with solutions developed through participatory approaches that reflect the priorities and needs of local communities.
The Senior Programme Delivery Manager of CARE International in Laos, Sengthong Keomuanvong, said CARE International in Laos is pleased to continue its partnership with the Lao government through We-ACT2.
“Building on the experience of We-ACT1, We-ACT2 will support communities to strengthen their resilience to climate-related challenges while promoting women’s leadership, financial inclusion, and locally led climate action,” the manager said.
“We look forward to working closely with government and community partners to support practical solutions that respond to the priorities and needs of local communities.”
The project will work with government authorities and communities to identify climate-related risks, strengthen local capacity to respond to those risks and develop locally appropriate solutions that contribute to more resilient and sustainable livelihoods.
CARE International in Laos has been working in the country since 1992, supporting marginalised and vulnerable communities, particularly ethnic communities in rural and urban areas. Its programmes include women’s empowerment, livelihoods, food security, climate resilience, health and nutrition, and strengthening community and local partner capacity.
