EU, Laos discuss human rights, governance and justice cooperation

The European Union (EU) and Laos discussed a wide range of human rights issues, including governance reforms, access to justice, human trafficking, labour rights and the protection of women and children, during their annual Human Rights Dialogue in Brussels on October 14.
The dialogue reaffirmed both sides’ commitment to constructive engagement, mutual respect and cooperation in respecting, protecting and promoting human rights in accordance with international law and their respective international obligations.
According to a press release provided by the Ministry of Foreign Affairs,  the two sides discussed recent human rights developments, including the EU’s latest migration reforms and Laos’ governance reforms to support implementation of the 10th National Socio-Economic Development Plan for 2026-2030, as well as preparations for Laos’ graduation from Least Developed Country (LDC) status this month and transition towards sustainable development.
On the rule of law and governance, discussions covered efforts to combat cyber-enabled transnational crime, strengthen anti-money laundering measures and tackle human trafficking.
Laos outlined progress in law enforcement and access to justice, while the EU encouraged further action to prosecute offenders, seize criminal assets and protect victims.
Both sides highlighted the importance of international cooperation, information sharing and institutional capacity-building, including continued efforts by Laos to comply with Financial Action Task Force recommendations.
Discussions on civil and political rights covered the implementation of Laos’ decrees governing National Associations and International Non-Governmental Organisations, civil society participation and individual cases raised by the EU.
Laos also explained its legal frameworks for safeguarding human rights and fundamental freedoms, including provisions governing early release and reductions in prison sentences.
The EU emphasised the importance of compliance with the Vienna Convention on Consular Relations concerning European citizens, while Laos outlined its provisions and practices for providing consular assistance to foreign nationals.
On economic, social and cultural rights, the EU welcomed Laos’ initial report to the UN Committee on Economic, Social and Cultural Rights and encouraged implementation of the committee’s concluding observations and recommendations from the fourth cycle of the Universal Periodic Review in 2025.
The EU also welcomed progress in poverty reduction and key social policies, while stressing the importance of investment in healthcare, education, social security, housing, food security, and water and sanitation.
It encouraged Laos to consider ratifying relevant International Labour Organisation conventions ahead of its planned LDC graduation and the subsequent change in EU trade arrangements.
Laos emphasised the need for further national consultations and gradual development of domestic legal and administrative frameworks, taking into account national priorities and international commitments.
The EU commended the increased representation of women in the National Assembly following the February 2026 elections and offered continued support for strengthening women’s and children’s rights.
The two sides also discussed child labour and the sexual exploitation of children, including online abuse, reaffirming their commitment to child protection, public awareness and international cooperation.
The delegations exchanged views on cooperation through multilateral forums and United Nations human rights mechanisms. The EU encouraged Laos to explore engagement with relevant UN Special Procedures, including those dealing with contemporary forms of slavery and human trafficking.
Both sides agreed to continue cooperation on good governance and access to justice, including the death penalty, human trafficking, cybercrime, women’s and children’s rights, prison visits and the protection of detainees, as well as business and human rights, particularly labour rights. A separate exchange on disinformation and information integrity was also held following the dialogue, allowing participants to discuss regional and global trends and relevant legal frameworks.
