Three major human resource developers, the Vientiane Capital Skills Development Centre, Guangzhou Pan Yu Polytechnic from China, and the Phongsavanh Group will create and develop skills for young people who are looking for work opportunities with local and foreign investors in Laos.

The three parties recently signed a Memorandum of Agreement on the cooperation project at the headquarters of the Phongsavanh Group Company Limited in Vientiane.
The agreement was signed by a member of the Shareholders Commit-tee of the Phongsavanh Group, Ms Savanphone Phongsavanh, Vienti-ane Capital Skills Development Centre Director, Mr Do Ih Viranam, and Guangzhou Pan Yu Polytechnic Vice President, Ms Ouyang Li.
The Phongsavanh Group has taken on and invested in human re-sources development as a main priority to support the expansion of businesses and services for its affiliated companies so they can contrib-ute to job creation in areas such as construction, financial services, in-surance, and logistics.
For this reason, the Phongsavanh Group has cooperated with the Vien-tiane Capital Skills Development Centre, which is supervised by the Min-istry of Labour and Social Welfare, and Guangzhou Pan Yu Polytechnic, which provides technical and theoretical professional training.
After students and trainers have completed their courses, they will have an opportunity be interns and learn how to use their new skills with the Phongsavanh Group’s affiliated companies.
Mr Do Ih Viranam said “Participation by the private sector is necessary to improve the skills of the Lao workforce in compliance with ASEAN standards, which in turn can attract more high-quality foreign companies to invest in Laos.”
Ms Ouyang Li said “The agreement will see the creation of high-quality vocational education standards and resources, and foster the develop-ment of training and evaluation systems that equip young Lao workers with the skills they need to meet the demands of today’s job market.”
She said her school would fully leverage its unique programme ad-vantage in combination with the educational resources of the Vientiane Skills Development Centre and the social resources of the Phongsavanh Group to jointly create an international vocational education brand.
The CEO of Phongsavanh Construction Company Limited, Mr Mading, on behalf of the Phongsavanh Group, said it is important to develop and upgrade the skills of employees and arrange internships to help future employees learn before they start working in fields such as banking, transportation services, logistics, construction and engineering, by being able to competently combine theory and practice.
“The cooperation can help students to apply what they have learnt in their future workplaces in Laos,” he added.
The signing of the agreement was witnessed by representatives of the skills development division, Vientiane Administration Office, the Ministry of Labour and Social Welfare, Guangzhou Pan Yu Polytechnic, and management personnel from the Phongsavanh Group and its affiliated companies.
