THPC marks achievements in social obligations for its expansion project
Theun-Hinboun Power Company Limited (THPC) hosted a ceremony on Tuesday night in Vientiane to mark the successful fulfilment of its social obligations under the Theun-Hinboun Expansion Project.
The event was attended by senior leaders from relevant ministries, deputy governors, officials from Borikhamxay and Khammuan provinces, representatives from Khamkeuth, Khounkham, Hinboun districts, and Resettlement and Rehabilitation Committees, financial institution representatives, the THPC Board of Directors, THPC employees, and other invited guests.
At the ceremony, THPC’s Managing Director, Mr. Jyxiong Juevaxaiki, highlighted the key achievements of the expansion project. He noted that the construction of the Theun-Hinboun Expansion Project led to the resettlement of 12 villages along the Nam Gnuang River to four new villages in Khamkeuth district, Bolikhamxay province, from 2009 to 2011.
Additionally, 22 villages along the Nam Hai and Nam Hinboun Rivers, as well as one village near the NG Dam Powerhouse, were relocated to nine newly established villages between 2010 and 2017.
Since 2007, THPC has worked closely with all levels of government to plan and execute joint activities, investing over US$120 million to fulfil its social and environmental obligations as outlined in the license agreement.
These obligations have encompassed a broad range of activities, including data collection and asset compensation, resettlement and infrastructure construction and maintenance, livelihood rehabilitation programmes, health and education support programmes, assistance to disadvantaged families, and the empowerment of women, ethnic minority groups, and village authority’s capacity building in resettled areas.
These efforts have facilitated access to sustainable living and livelihood opportunities, improved living conditions, and generated income for affected communities.
With the successful completion of social obligations under the license agreement, Mr Jyxiong reaffirmed THPC’s commitment to community development beyond the agreement’s requirements.
Since 2018, the company has implemented 334 projects across 33 target villages, with a total investment of over 20.56 billion kip as part of its 10-year Social Environment Management Plan during the operational phase.
In the event, the Deputy Governor of Khammuan province, Dr Somsa-art Ounsida, and the Deputy Governor of Borikhamxay province, Mr. Khamven Panyanouvong—both serving as Chairs of the Resettlement Committee—congratulated THPC for fulfilling its social obligations under the agreement.
They also encouraged the company to continue its environmental and development activities to further improve the socio-economic conditions and the well-being of local communities.
Additionally, the Ministry of Energy and Mines awarded THPC a ministerial certificate in recognition of its outstanding implementation of obligations under the license agreement in 2023.
THPC says it is committed to serving as a model for sustainable hydropower development and operation in Laos, ensuring the project’s benefits are shared with the government, shareholders, and local communities.
