CGN Laos completes solar-powered school renovation in Oudomxay

The secondary school in Xay district, Oudomxay province, has undergone a transformation following its renovation under the “Power+Education” initiative by CGN Laos.
Part of activities taking place during “Laos-China Friendship Year”, a handover ceremony of the renovated school, held on March 11, marked the completion of a public welfare component under Phase 1 of the Laos Northern Clean Energy Base—a massive 1,000MW solar power project.
The ceremony was not only a way for CGN to demonstrate its social responsibility as a state-owned enterprise, but also reflected practical implementation by China under the framework of “Laos-China Friendship Year” to further the longstanding friendship between the two countries.
The event also served as a visible endorsement of China’s support for the development of education in Laos, aiming to achieve positive results in a concrete manner.

The handover ceremony was attended by Minister of Industry and Commerce Mr Malaythong Kommasith; senior officials from relevant ministries; Secretary of the Oudomxay Provincial Party Committee, Mr Bounkhong Lachiamphone; other provincial leaders; representatives from CGN Laos and other Chinese businesses in Laos; the Board of Directors, teachers, and students at Meuangxay Secondary School; and representatives from all parties involved in the construction.
The school’s renovation is a core part of the “CGN Shimmer Plan”, the company’s flagship corporate social responsibility brand focused on supporting education internationally.
The project reflects the commitment of CGN Laos to the principle of “consultation, joint construction, and shared benefits”, aimed at deepening the “bond of hearts” between Laos and China.
Throughout the construction phase, the project team adhered to high standards of sustainability and community benefit. Beyond upgrading classrooms and educational facilities, the project creatively integrated solar glass technology. This allows the school to generate its own clean energy, significantly reducing electricity costs while introducing green energy concepts into the classroom.
The Director of Xay district Secondary School, Mr Chanpheng Panyasack, said the venture had vastly improved conditions. He noted that the solar design not only lightens the school’s operational burden but also inspires students and teachers to engage with clean energy and sustainable development.
The school pledged to maintain the new facilities and strive for higher educational quality to honour the support received.
The President of CGN Laos, Mr Jia Xianyu, said the company’s motto is to “construct good projects, run good businesses, and benefit the people”. He noted that while building a clean energy base, the company aims to synchronise infrastructure development with community wellbeing.
Moving forward, CGN Laos plans to deepen its support for education, job creation, and public welfare, to strengthen the Laos-China comprehensive strategic partnership. These activities will take place against the meaningful backdrop of “Laos-China Friendship Year”, contributing to efforts to jointly build a Laos-China partnership with a shared destiny.
Vice President of the Oudomxay Provincial Administration Committee, Mr Souvath Mahavongsanan, described the project as a milestone for the province’s educational sector and a new chapter in Laos-China cooperation.
He said the “Power+Education” model has a dual value—industrial growth and social welfare, adding that Oudomxay would continue to support the development of a clean energy base.
As the primary driver of this educational aid, the associated 1,000MW solar project is the first of its scale in Laos and a vital power source supporting the Laos-China power grid interconnection.
Since successfully connecting to the grid on December 13, 2025, the project has created over 1,000 local jobs and transferred advanced technology and standards to the Lao energy sector. This helps transform Laos’ wind and solar resources into a green economic advantage.
