Govt moves to modernise services with new digital portal
The Lao government is taking a significant step in modernising public administration by partnering with the private sector to develop a digital public service portal.
The initiative aims to streamline administrative procedures, reduce processing times, enhance transparency, and improve overall efficiency in government services.
A Memorandum of Understanding on a feasibility study concerning the development of the portal was signed in Vientiane on Thursday last week by the Director General of the Digital Government Centre under the Ministry of Technology and Communications, Dr Thavisack Manodham, and Vice President of the Phongsavanh Group and CEO of Phounphonnakhone Co., Ltd., Dr Sonephet Inthavong.
The signing ceremony was attended by Minister of Technology and Communications, Dr Santisouk Simmalavong, and Vice Chairman of the Major Shareholder Committee of the Phongsavanh Group and President of Phounphonnakhone Co., Ltd., Mr Phaiboun Phongsavanh, along with ministry officials and company representatives.

The signing of the MoU heralds a major change in Laos’ digital transformation, as the proposed system will replace the old public service delivery model where service users must physically visit a location to obtain assistance.
Using the portal, online channels will bring together all government services in one place and allow convenient 24-hour access.
This system will not only help reduce the number of procedures and time required to process documents, but will also build public trust in transparency and modern work standards. It will also help reduce public administration costs and create a solid foundation for data integration between sectors to maximise decision-making and public administration efficiency.
In the past, government management and services have not been effectively implemented due to the traditional service model, which does not utilise modern systems. Important information is not centralised and unified, resulting in management and services being fragmented and subject to leakage.
During a short briefing, Dr Thavisack explained the significance of the new system, and the problems and challenges encountered in the past.
Dr Sonephet said: “The portal is a promising initiative and will be successful in meeting the goals and needs of the Party and government. I am confident that this project will set a good example for continued cooperation in future areas of work, creating new and robust steps in the progress of our country on the road to greater civilisation.”

The Memorandum of Understanding on the project feasibility study is valid for 6 months. If the results of the financial and technical analysis are approved and agreed to by the government, Phounphonnakhone Co., Ltd. will further invest in the rollout of the portal by mid-2026.
Guided by leadership and cooperation from the Digital Government Centre, the Ministry of Technology and Communications and Phounphonnakhone Co., Ltd. understood the importance of this venture.
The goal now is to create a centre for nationwide public service delivery that enhances efficiency in management and ensures centralised management, saving resources and time and enabling unlimited service transactions.
At the same time, the portal will enhance digital transformation capabilities with maximum security, and support the development of a fully digital economy and society.
