CGN solar farm in Oudomxay begins generating clean energy
CGN Laos has officially begun operations at its 1,000MW solar power facility in Oudomxay province, marking the launch of the largest single-site solar project in Southeast Asia.
The first phase of the Northern Laos Clean Energy Connection Base, located in Xay and Namor districts, was connected to the grid on April 7.
The ceremony, held in Vientiane and linked to the project site in Oudomxay, was attended by Prime Minister Sonexay Siphandone, who joined senior Lao and Chinese officials to witness the official announcement of the project’s commercial operation.

The project is a milestone for the China General Nuclear Power Group (CGN) and is expected to produce 1.65 billion kWh of electricity annually, reducing carbon dioxide emissions by approximately 1.3 million tonnes each year.
Minister of Industry and Commerce, Mr Malaythong Kommasith, told attendees at the opening ceremony that the project marks a breakthrough for Laos. He noted that the facility integrates with the 500kV Laos-China transmission line, enhancing energy security and supporting Laos’ goal of becoming the “Clean Energy Battery of Southeast Asia”.
Chairman of Oudomxay Provincial Administration Committee, Dr Vongsavanh Xayavong, praised CGN for its “investment with a heart”, highlighting the project’s significant socio-economic contributions.
During the peak of construction, the site employed nearly 3,000 local workers. Additionally, the company reinforced five bridges and repaired provincial roads to improve local infrastructure.
Beyond energy production, CGN has introduced the “Firefly Project”, demonstrating its corporate social responsibility. This includes training nearly 100 local engineers through the “White Heron Classroom” scheme and supporting local schools through renovations and the “Love Breakfast” nutrition programme for students.
Chinese Ambassador to Laos, Ms Fang Hong, said China remains committed to deepening clean energy cooperation to drive sustainable development in the region. The project also led to the establishment of the first Clean Energy Standard Institute in Laos to align technical standards between the two nations.
Chairman of the CGN Group, Mr Yang Changli, noted that 2026 is Laos-China Friendship Year and said the company intends to expand its clean energy investments into five northern provinces as well as central and southern Lao markets.
The facility has already received a “Green Power Quality Certificate” from the Lao government for its environmentally conscious “garden-style” construction and ecological restoration efforts.
