Int’l agriculture fund gives boost to irrigation management in Laos

 
The International Fund for Agricultural Development (IFAD), in partnership with the Lao government, on March 30 provided a US$50,000 micro-grant to strengthen the governance and long-term sustainability of irrigation systems managed by Water User Groups (WUGs).
Implemented by the Department of Irrigation under the Ministry of Agriculture and Environment, the initiative will develop national tools to standardise how WUGs are established, registered, and managed across Laos.
The grant builds on the IFAD-supported Partnerships for Irrigation and Commercialisation of Smallholder Agriculture (PICSA) project, which since 2019 has supported the establishment of 353 WUGs in 19 districts of Huaphan, Xiengkhouang, Luang Prabang and Xayabouly provinces, reaching more than 39,000 rural households.
Under the micro-grant, the Department of Irrigation will develop and formally endorse model Water User Group by-laws, streamlined registration procedures, and practical guidance on financial and operational management.
A national monitoring framework will also be introduced. These tools will be piloted in two provinces through PICSA’s existing implementation structures before being scaled up nationwide.
IFAD Acting Country Director, Ms Rachele Arcese, said “PICSA has already reached 39,000 households and delivered tangible improvements in livelihoods and nutrition. The next step is to strengthen the systems and institutions that will sustain these results over time.”
“By reinforcing Water User Group governance, this initiative will help ensure that irrigation investments deliver lasting benefits for rural communities.”
The initiative is aligned with the IFAD Country Strategic Opportunities Programme (COSOP) for Laos 2026-2031, which identifies improved irrigation management and WUG governance as key priorities for strengthening rural resilience and agricultural productivity.
