Vietnamese Ambassador to Laos Nguyen Minh Tam.

Vietnam charts clear path for growth and reform

Vietnam has set an ambitious course to boost high-level economic growth, strengthen governance, and deepen bilateral cooperation with Laos, the country’s ambassador to Laos said when outlining the outcomes of the 14th National Congress of the Communist Party of Vietnam.
Speaking in Vientiane last week, Vietnamese Ambassador to Laos Nguyen Minh Tam described the Congress as a significant turning point in translating Party policies into concrete actions aimed at advancing national development.
He made the remarks at an event hosted by the Vietnamese Embassy in Laos to brief participants on the outcomes of the Congress and the results of the election for the 16th legislature of Vietnam’s National Assembly. The gathering also commemorated the 136th anniversary of the birth of President Ho Chi Minh.
Member of the Secretariat of the Lao People’s Revolutionary Party Central Committee and Vice President of the Lao National Assembly, Mrs Sounthone Xayachack, attended the event together with senior representatives from both countries.
Mr Tam said the Party Congress, held from January 19-23, marked a new phase of development for Vietnam amid rapid global changes.
“The 14th Congress of the Communist Party of Vietnam concluded gloriously, opening a new era of development for Vietnam,” he said.
“The achievements of this Congress represent the fruits of the solidarity, unity, wisdom, political qualities, and aspirations of the entire Party, the entire people, and the entire Vietnamese armed forces.”
According to the Ambassador, the Congress laid the foundation for a new chapter of national development, guided by strong political resolve and a clear vision to build a peaceful, independent, democratic, prosperous and modern Vietnam.
While noting that Vietnam has established a comprehensive political system, Mr Tam acknowledged that challenges remain in state administration, law enforcement, and policy implementation.
“The main bottleneck at present is not in policy direction itself, but in the capacity to translate that policy direction into clear and concrete development outcomes,” Mr Tam said.
Vietnam is working to eliminate bureaucratic practices and build a prosperous and modern nation by 2030, with positive implications for both domestic development and Laos-Vietnam relations.
Referring to the elections for the 16th National Assembly, Mr Tam said more than 76.2 million people cast votes, with voter turnout reaching a record 99.7 percent.
A total of 500 deputies were elected from 863 candidates, reflecting strong public confidence and civic responsibility, he said.
The first session of the new National Assembly, held from April 6-24, approved key leadership positions and major national policies, including Vietnam’s socioeconomic development plan for 2026-2030.
The Assembly re-elected Chairman Tran Thanh Man and elected President To Lam and Prime Minister Le Minh Hung.
Under the new development plan, Vietnam is targeting annual economic growth of at least 10 percent while maintaining macroeconomic stability and improving people’s living standards. The country also aims to become an upper-middle-income nation with a modern industrial base by 2030.
Mr Tam said the development strategy is guided by the principles of unity, democracy, discipline, breakthrough and development, which will shape Vietnam’s long-term direction.
The event also paid tribute to President Ho Chi Minh, highlighting his enduring contribution to Vietnam’s independence and development.
