PSVG, HNDI to conduct feasibility study on expressway

Phongsavanh Group Co., Ltd. (PSVG) has signed a consulting firm contract with Henan ZhongGong Design & Research Group Co., Ltd., (HNDI) Henan province, China, to conduct a feasibility study and preliminary design survey for a new expressway.

The planned expressway would be built between Vientiane and Xaysomboun and Xiengkhouang provinces and Nam Soi (Laos-Vietnam border) to Huaphan province, covering a distance of 450 kilometres.

An agreement on the feasibility study and survey was signed in Vientiane last Friday. Ms Sengdao Bouphakonekham, Vice Chairperson and Chief Executive Officer of PSVG, signed the contract together with Mr Zhang Xiaowei, Assistant General Manager of HNDI, in the presence of PSVG executives, unit heads, and employees of both companies.
Mr Bouachan Ouansavanh, Director of the Expressway Project, said  that since PSVG signed a Memorandum of Understanding with the Lao government, represented by the Ministry of Planning and Investment, in May last year, and subsequently signed the Terms of Reference with the Roads Department of the Ministry of Public Works and Transport in July last year, the company has conducted a bidding process to select experienced domestic and international firms through a Call for Expression of Interest.

This process aimed to identify qualified companies offering reasonable pricing. A total of 19 companies expressed interest in participating, including 13 foreign companies, four Lao companies in partnership with foreign firms, and two Lao companies.
Based on the evaluation, HNDI was identified as having the relevant experience in Laos and other countries, as well as offering a competitive price.
The company was therefore invited to negotiate and sign the contract, serving as the consulting firm for the feasibility study of the construction of the expressway between Vientiane and Huaphan province.

At the same time, the consulting firm committed to carrying out the feasibility study, survey, and preliminary design work with due care, in compliance with technical standards and task specifications, and to complete the work successfully within 15 months in accordance with the contract.

Ms Savanphone Phongsavanh, Vice Chairperson of PSVG, said “The signing ceremony is an important milestone not only for PSVG, but also for the people and the future of our country. It marks the official start of the expressway project. We believe this project will transform the economic landscape of Laos. Over the next 15 months, our two organisations will work side by side to prepare a comprehensive feasibility study report for submission to the government for approval. The work ahead will be challenging due to difficult and remote terrain. I urge both teams to work together with professionalism, open communication, and a strong commitment to development, ensuring that the work is of high quality and successfully completed as planned.”
