EDL plans to put communications, low-voltage power lines underground

The Electricite du Laos (EDL) and Sisan International Joint Development Sole Co Ltd will implement a nationwide initiative to organise and relocate communications, telecommunications and low-voltage 0.4 kV power lines from overhead electricity poles to underground systems.
As part of these plans, the two sides signed a Memorandum of Understanding (MoU) on Monday to conduct joint feasibility studies to assess the technical requirements of the project.
The signing ceremony was held at the EDL headquarters and marked a significant step in improving the urban landscape and enhancing the safety and reliability of electrical and telecommunication infrastructure in Laos.
The MoU was signed by the Deputy Managing Director of EDL, Mr Fongpasith Phetsisouk, and the Managing Director of Sisan International Joint Development Sole Co Ltd, Mr Souksakhone Simmalavong.
The Managing Director of EDL, Dr Akhomdeth Vongsay, and other guests witnessed the signing ceremony.
Sisan International Joint Development Sole Co Ltd is already engaged in implementing a separate MoU with the Ministry of Technology and Communications for putting telecommunication lines underground.
This new collaboration with the EDL will further strengthen efforts to modernise the country’s utility infrastructure.
Under the terms of the MoU, EDL and Sisan International Joint Development Sole Co Ltd will conduct joint research and technical studies to facilitate the placing of existing overhead telecommunication lines and low-voltage power lines nationwide underground.
The project will be executed in three phases. The first phase will cover a 12-km section from Sikhay intersection to the Presidential Office, Patuxay, and the National Convention Centre (Km 6).
The second phase will target the four central districts of Vientiane —Sisattanak, Chanthaboury, Xaysettha, and Sikhottabong— and focus on putting the existing lines underground and installing new cable ducts.
The third phase will expand the initiative to major cities in each province and key inter-provincial connections.
This strategic partnership represents a significant move towards enhancing the nation’s infrastructure and supports the Lao government’s broader digital and urban development goals.
