Laos, China unveil new training centre to promote industry–education integration

Laos and China have taken a significant step forward in vocational education cooperation with the launch of the China-Laos New Energy Vehicle (NEV) Testing and Training Centre.
Jointly established by the Lanmekong China Education and Training Promotion Alliance (LCETPA), Guangxi Technological College of Machinery and Electricity (GXCME), and the Vocational Education Development Institute of Laos (VEDI), the centre has officially begun operations in Vientiane.
The initiative aims to foster deeper industry-education integration between Laos and China, particularly in the field of new energy vehicle technologies.
To mark the formal inauguration of the centre, LCETPA organised the China-Laos NEV Technical Training Programme—a five-day event held from July 14-18—which also marked the launch of the first overseas industry-education integration demonstration base in the new energy vehicle sector.

A university–enterprise collaborative project signing ceremony between China and Laos was held during the 2024 China–ASEAN Cooperation Week.

Combining both theoretical and practical components, the programme sought to enhance the knowledge and skills of Lao teachers and students in new energy vehicle technologies.
Speaking at the launch ceremony on July 15, VEDI President Dr Bounseng Khammounty emphasised the strategic significance of the centre, saying it would play a pivotal role in strengthening Laos’ human resource capacity in the burgeoning new energy sector and calling the initiative a new chapter in China-Laos vocational cooperation.
Leading the Chinese delegation, Mr Qin Peilin, Assistant President of the Guangxi Technological College of Machinery and Electricity, expressed gratitude for the support provided by the Lanmekong China Education and Training Promotion Alliance and the Vocational Education Development Institute.
During their visit, the Chinese delegation toured the BYD Laos 4S store and Wuling Motors Laos headquarters to explore practical models for collaboration.
Discussions focused on NEV talent cultivation, brand localisation, and “order-based” school–enterprise training. Both companies expressed their support for using the centre to train NEV testing and maintenance technicians tailored to the needs of the Lao market.
The centre supports Guangxi’s strategy to become a leading hub for open vocational education cooperation with ASEAN and complements the China-ASEAN Modern Craftsman Workshop initiative. It serves as a shared platform for international exchange and joint talent development in the new energy vehicle industry.
This milestone follows a series of cooperation agreements signed during the 2024 China-ASEAN Education Cooperation Week in Guiyang, witnessed by China’s Minister of Education. The delivery of NEV equipment and facilities from China to Laos in December 2024 laid the groundwork for the project’s launch.
Beyond education-focused activities, the Chinese delegation held discussions with key Lao government bodies, including the Import-Export Department of the Ministry of Industry and Commerce, and the Ministry of Investment and Cooperation.
Talks covered Laos’ NEV policy environment, vocational training needs, and investment incentives. The two sides agreed to jointly support Chinese investment in Laos, promote school-enterprise cooperation projects, and further integrate industry and education between the two nations.
Looking ahead, the Lanmekong China Education and Training Promotion Alliance will continue to strengthen vocational education collaboration with ASEAN member states.
By harnessing the benefits of industry-education integration, the alliance aims to support the development of a skilled workforce and contribute to the vision of a China-ASEAN community with a shared future.
