President asks Savannakhet to speed up development

President Bounnhang Vorachit has told Savannakhet provincial authorities to work harder to address social ills in order to maintain the stability necessary for the social and economic development of the central province.
The president made the suggestion during talks with authorities while on a working trip to Savannakhet last week, local media reported.
The authorities were told to disseminate the guidelines and policies of the Party and state in a way that provincial officials and the public fully understood them, so they would be able to fulfil these policies and guidelines.
President Bounnhang asked authorities to ensure that local people had access to information and education so they could broaden their knowledge, especially in the field of science, which would enable them to make a better living and contribute to national development.
In this regard, the president underlined the need to further develop the education sector along with improving healthcare, so that more people could access education and healthcare.
The province was also advised to do more to alleviate poverty among its people. 
To achieve these goals, the president advised provincial authorities to explore and make full use of the province’s untapped potential and allocate appropriate investment to maximise that potential.
“When investment is made, society must enjoy improvement,” President Bounnhang was quoted as saying.
During the trip, the president attended a ceremony to officially declare Kaysone Phomvihane district – the capital of Savannakhet province – to be city.
With the upgrade of the district to a city, President Bounnhang told provincial authorities to exert every effort to speed up the development of the new city to make it prosperous and civilised.
In this regard, the leader suggested that the province pay full attention to human resource development and capitalise on the area’s potential, in a bid to accelerate the development process.
Kaysone Phomvihane is one of three districts that the government has decided to upgrade into cities. The other two are Luang Prabang district – the capital of Luang Prabang province, and Pakxe district – the capital of Champassak province.
The upgrade means the cities’ administrations will assume more rights and duties, including a mandate to develop, civilise and modernise the cities in line with the set criteria.
City administrations are supposed to be financially self-sufficient in terms of their expenditure and to have financial reserves for development purposes.
