Khammuan inks deal for landfill site

Khammuan authorities have given the green light to local companies to create a landfill site in Thakhaek district at a cost of more than US$3.5 million, according to the Khammuan newspaper
An agreement on the project was signed recently by the provincial Public Works and Transport Department and the contracting companies.
The contract will mainly cover environmental health and safety, construction of buildings for the office and waste pickers, a workshop for vehicles, recycling areas, cells, an access road to the landfill, an inner road at the landfill, a road inside the cells, installation of specialised material such as HDPE liner and HDPE pipe, treatment of hazardous waste, and creation of waste water treatment ponds.

A weighing machine will be installed to weigh trucks making trips in and out of the landfill and to record the amount of waste disposed every day. The grinder and compactor for recycling is also covered by the agreement.
The agreement also covers 27 activities, including office support, management of environmental health and safety safeguards, operation of facilities related to contract management, and earthwork at the landfill. The storage, sorting and recycling area is designed to apply the “3R” method, or “reduce, reuse and recycle”, for the management of solid waste. The area for 3Rs will be used by waste pickers and UDAA officials for storing and sorting waste with equipment such as the grinder and compactor.
Construction of the landfill site is part of the Fourth Greater Mekong Subregion Corridor Towns Development project, which is taking place in Pakxan district in Borikhamxay province and Thakhaek district in Khammuan province.
The Fourth Greater Mekong Subregion Corridor Towns Development project is funded by the Asian Development Bank (ADB) with a grant of US$48 million and a contribution of US$6 million from the Lao government.
Under the initial plan, the project was scheduled to run from 2019-2023, but due to the Covid-19 pandemic the donor has approved an extension until 2026.
The sum of US$26.82 million has been made available to fund five development schemes in Thakhaek district, namely the installation of drainage, construction of a wastewater treatment plant, improvements to garbage disposal, construction of an embankment along the Mekong River, and renovation of the old quarter and conservation of heritage sites.
